What benefit do anti-adoption people receive from lobbying for children to remain in institutions?

There is such a mountainous and sudden push against adoption, I'm just wondering who is funding these people. Or perhaps it is carnal arousal alone that motivates them to revel in the pain of children left in institutions? What do you reckon?
